The Plan

The City of Roseville has put forward a $76.9 million investment plan, called “Invest in Roseville,” to replace the License & Passport Center and Public Works & Parks Maintenance Facility with facilities better equipped to provide the essential services our residents and businesses expect and deserve.

New License & Passport Center

The new License & Passport Center would support more efficient passport and licensing operations for thousands of city residents and other Minnesotans.

Designed for future operations growth, the new building would include:

  • Nearly two times the amount of space at the current facility, allowing for expanded operations support, front-counter service space, and sufficient separation between the different aspects of operations as required by federal regulators.

  • Space for efficient circulation of customers, staff meeting rooms, a personal needs room, and an appropriately sized waiting room for customers.

  • Adequate space to minimize noise, allowing staff to effectively accommodate multilingual customers and serve larger families applying for passports.

  • Additional flexibility and adaptability for growing visitor volumes and services, given the closing of nearby passport and license centers.

  • Designated space in the building for city recreation programs, including the popular dance program and several adult and youth wellness programs that currently operate in a small studio space in the retail center next door to the existing License & Passport Center.

New Maintenance Operations Center

The new Maintenance Operations Center would serve as a more efficient, centralized hub for the essential city operations that are supported by the current facility, including water distribution systems, road work, snow removal, and maintenance of the city’s 32 parks. Unlike the current facility, the new building would be a one-stop-shop for a variety of critical storage, service, and maintenance needs, featuring:

  • Flexible, multipurpose spaces that are roughly three times the size of the current facility, with multiple site access points, designed with energy efficiency, sustainability, and growing maintenance needs in mind.

  • Adequate space for equipment storage, so the city will no longer need to lease space offsite and staff will be better able to respond to calls for maintenance, repairs, and snow removal in an efficient and timely manner.

  • Vehicles and equipment will be easily accessible, so staff will no longer have to waste work hours rearranging vehicles.

  • Spaces conducive to servicing vehicles and equipment that are physically separated from daily, general staff foot traffic and office administration items.

  • A larger yard space to accommodate water break spoils, sand, gravel, topsoil, and agricultural lime for servicing ballfields.

  • Updated fuel and security systems, both of which were delayed due to the space-needs assessment and pending referendum.

A New Civic Campus Layout

The new Maintenance Operations Center will be located at the northwest corner of Lexington Avenue and Woodhill Drive, where the VFW, Veteran’s Park, and Lexington Shoppes are currently situated. Shifting the maintenance center to the north side of Woodhill Drive allows for an expanded green space in the heart of the city’s civic campus.

The new License & Passport Center will be located across the street from the new Maintenance Operations Center, at the southwest corner of Lexington Ave and Woodhill Drive.

The VFW will be relocated to a new building next door to the new License & Passport Center. This arrangement allows for project phasing that will keep the VFW in continuous operations, with a dedicated parking and outdoor green space.

The Civic Campus Master Plan Study was approved by the City Council on Monday, April 12, 2021. The next step in the process was the Civic Campus Pre-Design Study, which was completed in 2022. The City Council adopted the Civic Campus Pre-Design Study on October 10, 2022.
